Program Background

Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a new three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.

PROAKTIF has two outcomes that emphasize Australia’s intent to support and empower the TNP2K Secretariat over the next three years: 1) TNP2K makes an effective contribution to reforming and improving poverty alleviation programs in Indonesia, and 2) Enabling facility optimises TNP2K performance, including in the promotion of GEDSI and performance monitoring.

The Role
The Data Analyst is assigned to support the Monitoring and Evaluation Unit in managing the monitoring and evaluation data analysis from the large data sets being collected by TNP2K. He or she will work closely with other Monitoring and Evaluation Unit members, under direct supervision from the Manager of Monitoring and Evaluation Unit in conducting analytical work as well as other relevant activities to support TNP2K.

About You It is expected that the successful candidate will possess the following:
  • Degree in Statistics, Economics, Public Policy, Social Sciences, or other related fields. Master’s degree is an advantage.
  • Demonstrated analytical & conceptual skills and aptitude for learning the latest scientific/evidence-based approaches to national and regional level poverty reduction strategies and programs and translating them into survey ideas and materials.
  • Minimum 9 years (for bachelor’s degree) or 7 years of experience (for master’s degree) in survey fields, conducting and analysing household surveys and/or empirical research on social assistance programs in Indonesia.
  • Experience in performing statistical analysis using STATA software is a must.
  • Experience in designing CAPI for field survey data collection is required.
  • Previous experience in survey data collection and analysis is required.
  • Previous experience in leading field research teams is essential.
  • Previous experience in rigorous field survey activities is an advantage.
  • Strong knowledge of Poverty Reduction programs and related issues.
  • Good understanding of Indonesia’s social assistance programs is required.
  • Familiarity in quantitative data analysis, preferably had previous experience using large survey secondary data such as Susenas, Podes, IFLS etc.
  • Strong knowledge of STATA statistical software utilization; Knowledge of spatial based software and Python is desirable.
  • Adequate analytical skill: regression, and other statistical procedures.
  • Strong knowledge of monitoring and evaluation activities.
  • Ability to interpret and present statistical information.
  • A proven record in providing prompt and quality response to client requests.
  • Demonstrated ability to deliver output successfully.
  • Demonstrate strong interpersonal skills.
  • Proven record of strong client relations, with the ability to work in sensitive situations, challenging policy environments, and within GoI institutions/ministries.
  • Ability to effectively communicate internally and externally, share information with colleagues, clients, and management.
  • Proven excellent writing and presentation skills in English and Indonesian Languages.
  • Ability to develop sophisticated presentation materials for strategic use.
  • Proven ability to work independently as well as in teams in a tight schedule.
  • A strong record of working across organizational boundaries.
  • Proactive, highly motivated and a self-starter.
  • Ability to prioritize and manage time efficiently.
  • Ability to handle multiple tasks effectively and coordinate a team to meet deadlines.
  • Ability to manage uncertainty and adjust to a changing work program.
  • Fluent in written and spoken both Bahasa Indonesia and English.
  • Willing and able to travel for work.
Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) is a key focus of PROAKTIF. Applicants with knowledge or experience in GEDSI issues will be highly regarded by the selection panel.
Desirable GEDSI skills and experience include:
  • Relevant tertiary qualifications in gender equality, disability, or social inclusion.
  • Experience in GEDSI-related policy development and gender-responsive budgeting for governments
  • Experience in programs promoting women’s leadership, decision-making and economic empowerment.
  • Experience and/or knowledge of disability inclusion in Indonesia.
  • Experience in study/research/data analysis related to GEDSI and GEDSI-sensitive research methods.
Remuneration
The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates’ relevant skills and experience. This is a fixed-term position.
